The Rosenfield Forums: Judge Steven S. Alm on Project HOPE Part 3 of 3

The Rosenfield Forum, “Escaping the Prison Trap: How to Have Less Crime and Less Incarceration” introduced groundbreaking ideas and proposals regarding crime control, prison reform, and the politics of the criminal and juvenile justice systems. This event was held on October 8, 2009 in the Rayburn House Office Building in Washington, D.C. and convened some of UCLAs most innovative scholars alongside national and local leaders.

The inaugural forum, featured keynote address by the Honorable Steve S. Alm of the Hawaii State Judiciary. Alm is the creator of Project HOPE (Hawaiis Opportunity and Probation and Enforcement), an innovative crime reduction program for drug offenses that has had dramatic success rates. In the video, Judge Alm describes a frustrating sentencing and incarceration system that amounted to little more than a revolving door for minor drug offenders to move in and out of the judicial system. The program has had remarkable success in Hawaii (up to a 50 percent drop in repeat offenses among drug probationers); has been replicated by other judges; and has become the focus of several researchers.

A lot of money can be made from healthy people who believe they are sick. Pharmaceutical companies sponsor diseases and promote them to prescribers and consumers. Ray Moynihan, Iona Heath, and David Henry give examples of “disease mongering” and suggest how to prevent the growth of this practice

There’s a lot of money to be made from telling healthy people they’re sick. Some forms of medicalising ordinary life may now be better described as disease mongering: widening the boundaries of treatable illness in order to expand markets for those who sell and deliver treatments. 1 2 Pharmaceutical companies are actively involved in sponsoring the definition of diseases and promoting them to both prescribers and consumers. The social construction of illness is being replaced by the corporate construction of disease.
